Tax Increment Reinvestment Zones

WHAT IS TIRZ?

TIRZ stands for the Tax Increment Reinvestment Zone.
The program set 2016 property tax values as the base and anything above that generates a match from the city and county.  As we see our property values rise, then we see more money coming into the TIRZ for projects. 
 
The 4 key projects include:
1. RR 12 at Hwy 290 - flood/drainage correction
2. The new Town Center
3. Old Fitzhugh improvements - sidewalks, street lights, and drainage
4. Parking for downtown
 
The Town Center project is proposed on the 14 acres of land owned by the school district.  Development would include city hall, the library, retail and possibly the school district offices (however, passage of the bond may change that).  The concept was approved at the end of 2017 and now market studies are being conducted.  The size of city hall needs to double and the library needs 30-35K square feet and they want to be up front in the center.  The county tax office is expected to be in the new Town Center, but the law enforcement station would stay on Roger Hanks Parkway.   The vision is to create a civic complex with shared resources and commercial uses.  450 parking spaces are planned and drainage with holding ponds have been considered. 
 
This is designed as a public/private partnership.  It is still in the vision stage with the concept approved.  Now seeking private sector developer input.  The TIRZ meetings are the 1st Monday of every month at 4 pm.

DS Rotary Board Meeting 5-21-18
DS Rotary Club Board Meeting of 5-21-18
Attending:  Karlon Cox, Ashley Tullis, Sharon Collier, Howard Lott, and Pam Bratton
Business:
* No treasurer report given
* Foundation report by Karlon reflects a balance of $21,503.27.  Expenditures this month will include $4K in scholarships
* Scholarship recipients, Brooke Krenek and Colton Shelly will be recognized at the school ceremony and will be presented the actual scholarship upon receipt of their class schedules. 
* The board agreed that Charlie's handbook project should be more of a procedural manual as our policies are outlined in our by-laws.
* The board agreed that we need some type of red-badge program for new members that really immerses them in club activities, committees.
* Discussed the possibility of dividing the admin position into 3 parts: Webmaster, Newsletter publisher and then general admin.  Discussed the possibility of producing the newsletter only monthly instead of weekly. 
* Karlon is working on finding a caterer for the June 23 changing of the guard party at Ledge Stone.
* Karlon reported that Robert is working on the Foundation by-laws and after that is complete, they will consider adding the additional member recommended by the club.

Club Business:
News update:  A link to the club by-laws can be found on our home page. 
* Charlie would like input from members about what they want in this 'handbook' he is working on.  Bonnie noted that the policy part is covered by our by-laws and not necessary.  The club will put the by-laws on our home page for members to download.
* NO MEETING ON 6/28/18 - MEMORIAL DAY HOLIDAY
* 7 Members are past due for this quarter and it is almost time to bill for next year.  If not paid by next week, Karlon will call you by name.
* Club Admin position is open - willing to split the job if you have an interest in any part
 
2 SCHOLARSHIPS AWARDED
The club is awarding two scholarships in the amount of $2K each to Dripping Springs High School students:
Brooke Krenek and Colton Shelly.  Awards will be made at event at high school next week.
